I think he want to go down with voting before mission, which thatā€™s possible with majority rejected to initiate the first mission. Thereā€™s chance that either 100% Resistance selected, 66% with 33% Imperial Spy with them, 33% resistance and 66% Imperial Spies, thereā€™s slim chance with all three spies to go on mission and fail on purpose.

We have to succeed three missions yes?
