I don’t get the whole idea behind a neutral being swingy because it’s more sided with a faction, all neutrals are swingy and it’s a good thing for fun.

I question your understanding of the concept of “swing” as it applies to game design
Because what you just talked about feels like the opposite of swing
Unless you mean that in a very specific way that I really don’t think you do
Neutrals need to be swingy to be neutrals but at the same time it’s ok if theirs incentive to side another faction
