Occupy citizen claimant to find SK or block mafia performing a kill?

You said yourself that Arete if mafia was most likely strong PR.
Strong PRs do own actions, not perform a kill.

If you really wanted to find out stuff, you blocked into the PoE to clear people of being SK / try to block mafia kill.
