the only reason i can see for you being so confident on wind/wisp being town is if you know they are town because you are PRs with them

PRs can do something if both wolf power roles are alive, depending on which passive they are adding to their factional kill, so outting them now, is good. Maybe one we kill a wolf, but even then, from what I read in the OP, the wolves all flip as bandit, which means no role flip
