The reason I’m doing this is because I don’t see the point of swapping the dead Barber with the Town Crier unless a minion nominated.

Actually, it could also have been to cover up the fact no minions nominated, which would give 5 free clears.

Unless the OP is incorrect, Town Crier checks whether or not a minion nominated, not whether or not a minion was nominated.
