“Highwayman” is an actual thing, though. Like, they existed, and that was the name they were given. 
I don’t know if “Road Man” is a real term… yet? (Starts designing super hero costume…)

if they are gone, could it be a mechanic like, you can still vote for them, but when they reach the majority of votes something like “You tried to put [x] up on trial, but it appears they are missing!”
and that takes up a trial, and all the abilities used, like the royal finger, are still used
The definition of “Road Man” seems to be a newer term for a young man who drops out of school and gets high? The definition of “Highwayman” is a criminal/thief who attacks travelers, and it dates back through history.
I don’t think teen pot heads would fit in Throne of Lies, but I could be wrong. XD

1.) “North of Scandinavia” - didn’t know Throne of Lies took place there.
2.) “Generally been believed”.
3.) No mention of recreational use in your citation.
4.) Teen pot heads. If you think the teenagers of northern Scandinavia were hanging out at home and on corners smoking hemp in the middle ages, by all means enjoy that mental image. They still weren’t called “Road Men”, then.
