The railing is about waist high. So I think to fall on his back, Marshal was on the other side of the railing. And Min was probably pushed over the railing to fall on their head.

Or, if Min was caught by surprise after Marsh was plummeting then Min could have died midair due to whacking their head hard.

and if my assumptions are correct
that crowbar would be marshal’s, used as a hook to keep them on
they just couldn’t keep hold for long enough

If it fell down from such a height it would jam into the floor with the force caused by gravity.
It could have been a hook.
