I see merit in the current policy.
Although BD fake claiming isn’t intentional throwing of the game, it is intentional prioritization of your own safety over the good of BD’s. This nearly always backfires, most of all when there are newbie(s) at play who are wholly unfamiliar with that sort of tactic.

There are plenty of cases where it’s not 100 percent clear if someone broke the rules, or where whoever’s reviewing the report can see that no rulebreaking occurred but it was reasonable for the reporter to think that it had. In such cases, something might be reportable (the reporter won’t be accused of falsely reporting) but not punishable (the reportee won’t get in trouble).
