I am reluctant to add TL in the shotlist that can help us take down Mafia’s Cult Leader. However TL never left the game purely on Imperial’s winning condition. Two cult leaders clearly died so whats stopping them from leaving?

So I was wondering why Arctic wasn’t killed by remaining imperial yet.
