Shouldn’t this still apply when they are visiting someone else? It’s the first person to visit target player so targeting self shouldn’t change the interaction
Except then it becomes too strong a PGO for this setup.

As Burrito raised a valid point I will clarify now: the Defense Minister CAN NOT kill himself visiting others, but can kill himself visiting himself.
