Updating the OP to reflect that votes for the Town Power Roles are also plurality only.
Like in op you said that role voting is majority based, meaning it’s locked when it reaches mayority.
Do you would deliever a role immiedietly so the newly elected cop could chose themselves who they want as protective OR you would deliver it during phase change.

I always intended on it being plurality, as I indicated from the Vote Count not having a “/” anywhere in it.
If a tie occurs, it will be RNGed which role is chosen out of the tied results and you will be informed.
It would be helping a lot if it was truth, letting removing mafia influence among the votes.
Like cop could decide if to out or not and hence start follow the cop and under wich protective.
Then mafia wouldn’t be able to switch the role votes in thiers favor.

Obviously if the tie is between the two highest results anyway, that won’t happen. Only for 2nd and 3rd.
All Power Roles must target someone else, so a Doctor cannot heal themselves, a Watcher cannot watch themselves, etc.
Scum are very likely to not choose godfather. It doesn’t help against breaking follow the cop.
One of their members could still be found.

New idea - let’s take cop and watcher and cop should NOT out till they get a guilty result.
On the other side - we will randomize (with a discobot) a person wich BOTH cop and watcher are meant to visit night 1.
That way watcher will learn identity of cop and on night 1 will learn one confirmed town PR, while cop will get result on person they visit.
That’s also has a bonus of watcher being able to keep watching confirmed town for them in hope that mafia will kill the cop. (Instead of getting tricked into watching mafia)

If noone visits chosen person, watcher can assume that the randed person is cop and hence couldn’t self-visit, it’s still a valid check.

Congratz, either you will see 2 people - cop AND mafia visiting a dying person or you saw only cop and know that mafia role is ninja (Cause how would otherwise they not be seen as killing).
You can throw your role to can, but at least you know who cop is.
