The Scorned’s targets will always be members of the Blue Dragon (at the start of the game). However, they can not have The King, The Prince, The Sheriff, The Paladin or The Hunter as targets.

Mercenary can fake sellsword which is anti-town so mercenary claims can be evil so yes. I call mercenary claims always evil
