It’s an annoying meta, but it’s not a gamebreaking meta, and it’s not even really helping the side which uses this meta, so I don’t really see an urgent need to immediately discourage it by balancing.

It’s just an extra benefit that it disincentives massclaims by existing. I think it’s an interesting neutral to play that has to hunt specific classes and isn’t imbalanced towards either faction. It’s also an official ToL class. What’s exactly bad about Inquis?

Why is this so hard to do for players? You scumread someone? Great, don’t lynch him, but try to investigate him, so you get mechanical evidence too. So you have both.
