Seems good to me. Something different for once where the Marshall and the Seeker (Pally convert only) actually have a chance to intercept. Can be used on essentially the Cult in case of jail as well of the player I assume, or no?

I agree, this is the idea.
It doesn’t raise the power floor at all, but knocks the power ceiling off, if you’re good enough to use it.
