(also, can i make a request that observation-type actions either dont necessarily fail, instead they just give varying amounts of information, or have it so that it doesnt make a day penalty and you just cannot perform that/any observation for a day)

meaning that my request to look around in general would always succeed and just return information that may or may not help. But actions such as searching (looking for definitely useful and specific information) or actual actions that affect the world (like my unlocking the door) work as you already stated.
