(Dehdration works as though it drains the water from your body, in that term it makes it so that water will disapate.)
(you cant take the water away from/out of water; i would assume the method by which the card normally dehydrates is by taking the water and drawing it into the environment, and out of the object. that doesnt work here, as that only reforms the water elsewhere. if this is the method of dehydration, you could move the water and basically 100% purify it, but you cant remove it entirely)
