How about making your first Citizen convert not count towards the faction cap, but just be a plain apprentice? That way you get an extra number, and you would still be able to go ahead and convert a power class later.

The Commoner

Blue Dragon Random Type
A Simple Life (Passive) - You have no special abilities, barring your voice and your vote.
Defeat the Unseen or Cult, and any neutrals that seek to do you harm.

The Apprentice

Unseen or Cult Random Type
Insider (Passive) - You have no special abilities, barring your voice and your vote. Additionally, if there is only one Apprentice, they will not count towards the conversion limit. Any additional Apprentices will still count towards the limit.
Defeat the Blue Dragon and any neutrals that seek to do you harm.
