Compared to fol, sure, it has a bit less
But while it might have about to same number of mechanics as say tos, I would say it is a more difficult/complex game in the mechanics category, as its mechanics are much more varied and complex

ToS is entirely unwinnable for NK if everyone plays it competently
And only somewhat winnable for scum
Therefore it’s terrible
