if i remember rightly he can’t cross water without permission, so he’s trying to get canadian citizenship
failing that he has the backup plan of finding canadians and stealing their body parts, to reassemble them into a body of pure canadian, which he will then transfer his conciousness into.
he has at some point been arrested for trying to directly find and extract Justin Trudeau’s nationality directly, with a knife
however he managed to escape through mysterious methods, and he is continuing his quest to reach canada. I should mention that he is thousands of years old, and can alter people’s memories
