It isn’t supposed to be high power(the BD variant). Many other BD can also mess up something… if they make avoidable mistakes(or others make them)
And the Lynch Mob is powerful enough for a class that should not be that powerful. The night ability needs skill(or luck) to work properly.

Some people allow citizens to win 1v1s as well, at least according to the mafia wiki so not really.

Well… most people do not allow that.
And it is still a considerable power.
And what’s more important it will not feel like a citizen because it HAS a night ability every night and that ability CAN have good impact if used wisely.
