If the ST wants to or not
the words “may” and “might” always refer to storyteller choice in blood on the clocktower
when those words come up, the storyteller can choose within those parameters however they would like, for any reason.
Open-ended ability behaviors like this are Storyteller decision. For example, I might wish to save an evil Scapegoat for preventing the Demon’s execution, or have the good Scapegoat save that one townsfolk who IMO has the gamesolve, but that no one trusts.
