Class card doesn’t place any limit on their ability to speak during GT, just says that they have twelve hours. I would assume that none of us get to speak during that time, however, so it does seem suboptimal for buying time.

we have enough people active for the next few hours, i presume we could push it to majority whenever we want
I have nothing that will pull me away before EoD and I would like to actually hear something from Italy before pushing that to hammer.
