Merc claimed What and Solic were his targets. They both died N1, then he claimed that he was guarding Marshal, who was actually one of his targets, N1, but Marshal also died, so we clearly still had Merc lying about his targets (which he claims he did in acknowledgement of the fact that outing actual targets would mark them for conversion).
