Game starts at 12, if they can’t vote themselves, that makes the total number of people who can vote them 11, 11 divided by 2 would be 5.5, which rounds up to 6.

Only way its 7 is if,
A. King has Royal Finger
B. You allow people to vote themselves
C. Majority is increased by 1 as long as a certain class lives
