Agreed. Just like with the british monarchy, there have been a lot more evil than good, PKR believes it is the same here at least based on probability.
Though by far most likely to be neutral, just like how annoyed PKR feels balances with the fact he avoids vanilla citizenship and instead gets to feel like an ultimate more than reserve.
