I’ve just received a response from Alice to this concern.

The King who replaced Hja does not receive Swear Fealty if they are BD. Hja is still considered the starting King. This is info from the host I received in my class card just now.

Magnus said this.

He clearly implied he had access to Swear Fealty.
He doesn’t.

The King is scum with a godfather effect.
