There are already enough unconvertables. And what do you mean by “You will both investigate as such”?
IMO surveillance should be changed to this: Surveillance(Uses: 2) - Choose a class. You will be told if your target is that class.

Foresight would find them as unconvertable. And it was more of a proof of concept than an actual suggestion. Specifically it is a cop that counters both factions equally

And even if it wasn’t limited use there are times when it is advantageous to Kill and not occupy (greater punishment on misfire) or occupy and not kill (stalling to buy time with CL/Assassin)
