Steam patching issues

What happened?

Can’t play the game! Steam wont seem to patch the game.

What was SUPPOSED to happen?

See above.

Steps to reproduce:

1st: Tried restarting steam
2nd: Tried verifying cache
3: Restart, complete reinstall of game, restart again.

Update: Game WORKS in vulkan mode but I get a notification of being out of date in the bottom right on the splash screen.
