Why does he have this? Is this to discourage him from waiting until late game and using Reform Body on a class of the winning faction?
Correct. I feel like not having some sort of pressure to jump is bad and makes the class more boring.
and then there should be pressure for people to not willingly give themselves up to let the Shifter take over
though I’m considering removing that and just having Shifter be a neutral that exists purely for the social effect on the game (IE: Perfectly balanced because it reduces Neut numbers without impacting BD/Unseen/Cult numbers) but changes who is in command of a slot.
