That makes their passive useless
It’s for the balance of the game.
I don’t want scum to be able to strongarm a victory with 3 people left because of a passive.
Can Mafia use their ability along factional kill
I mean if they leave a role that is good at late game and can’t do anything early game it’s their fault
They can, but the player that can use the factional kill switches each time.

Also in this case, what do you recommend would happen if the 2 mafia die but the Lost Wolf is still alive?
If a mafia member dies the other can only kill every other night. Leaving the double voter with their two votes is probably fine if you make the kill this way.
Okay, and if the Lost Wolf is the only mafia alive? What should happen to the night kill then?
