Certain reads definitely should not be
Basically only use neighborhoods to give those ‘certain reads’ or to discuss night actions.
People should only be talking with townreads as well.
The main reason is that it would be very easy for people to play to the heart strings and pocket people individually and this is how wolves slip through the cracks, which is why anything that is said should be in the main thread. I have personally had this happen to me before, so I know what I am talking about

some of his comments would be minus EV to out but I’ve discussed my reasons for thinking he’s town with other people I trust
They can play to peoples heart strings and easily pocket people. In a public space others might pick up on those attempts, but not in dms. Kyo easily pocketed me because they played to my emotions and I didn’t think a thing about it. If that were in a public thing others might have noticed it and called it out

I also thought a couple instances of … paranoia? that’s not really the word I’m looking for … of his most likely came from town
